NO, What ever surface is spec for your rings. Gas ports are designed to hold the rings to the cylinder wall better. To make a long winded answer short. Ollie I think Elmar nailed it! I have talked to other engine builders who have tried the gapless rings, and NO ONE has ever seen a gain in HP, top or second ring. I am the first to tell people, when they ask, that my tooling will not correct lifter bore location, by using it as a self piloting reamer. Your tools look handy for a salvage job.
