That is what I was always taught: the inlet is to be lower than the outlet to purge air naturally. Sideways is fine as long as the inlet is the lower connection. This isn't just for coolers but is good plumbing practice where fluid is pulled up and in from a reservoir. Always a steady incline upward...

I cleaned GM OEM hydraulic rollers in CLEAN mineral spirits, (maybe 3 oz. for each lifter) followed by a bath in ATF. Then reassemble. Do 'em one-at-a-time, so you cannot mix up the parts from one to another. Mine were filthy inside. I have done similar but I add a bit of Seafoam to mineral spirits...

Centrifugal blowers tend to be expensive. Big used turbos, pretty cheap. See where this is going ? Not saying this is a good idea, just an idea. Yep, didn't pursue it further for a flowbench, don't know about O/P. Eight vacuum motors and a single variable frequency drive works just fine, but very loud.

I have had excellent results with Finishline in Milwaukie, OR. Most items have been used tubular exhaust manifolds, turbine housings and assorted fittings and brackets. They come back smooth inside and out. Parts have held up well and some are almost two decades old.

Can't speak to the spacer and plenum volume change but I don't see where crosstalk would be much different than a conventional short ram front entrance port injected manifold like this Buick V6. Reversion maybe with a larger overlap cam would have an effect??
