Retard the cam, use a Dominator, bigger primaries and if the heads (700's tough without a raised port) and valves are good enough you can rev it up.

Casting flaw in the valve spring pocket I guess is another possibility.

Not a Chev head but fuellies were close even with their smaller pockets.

That could do it with that light weight manifold, not lot of surface area to help it pull down flat.
