All else equal, carb size has no effect on idle vacuum. What does and is frequently overlooked is idle spark advance. Running say a 15°vacuum advance system could add up to 5" Hg., even with a locked-out advance curve, thereby widening the window of possible camshaft parameters.

Doing that would result in a pressure differential between the fuel bowls and the carb bores/boosters that varied with RPM, due to the restriction of the filter design and cleanliness, thus producing unpredictable changes in AFR.

You could just temporarily crank up the idle to a smoother RPM.

Per My427stang, how are you able to see that the secondaries open? Either the engine must be running full throttle at high RPM or you've disconnected the linkage and opened them by hand. In the latter case there won't be enough airflow to draw fuel through the secondary boosters.
