The 1984 Cougar is a fox body.... Fabricate some K member spacers and lower it. I put 1&1/2 spacers in my 86 Mustang to lower my BBF. You may have to address making a new steering shaft though.

It isn't a HP number that will kill a stock block necessarily.... It could be RPM or a bad tune.... I have built a few turbo SBF, 302's with 500 RWHP. They have been alive for years. My personal 347 NA I have 10 plus years bracket racing it. It still has the same head gaskets from when I put it tog...

New Holley carbs are all over the place in calibrations.... You will have to gauge EVERY hole in the metering blocks and main body to determine the differences and nail down a good tune. It sounds as though you have a known good calibration in the 4412. I would use that as a starting point

.038 idle air bleeds seem small. most 2 circuit stuff I play with is in the .065-.076 region

You could back off the valves. If you are looking with the scope/camera you should be able to see it coming from the manifold/head joint. even with the valves open 'Theoretically' there should not be much getting past the rings... backing off the valves would eliminate that possiblity
