I would run the single plane and try a 1" 4 hole spacer. If the car sees the majority of use on the track the single plane is the clear winner.

For a quiet equivalent to a Holley blue I use a Mallory 110. The best option for you in my opinion.

At your intended hp level a 383 with a factory 350 block will get you there. No need to go searching for a 400 block.

Yes, any angles are allowed. Also any valve style, tulip, nail head... etc... lots of testing... and different manufacturers valves will be better than others.... also keep an eye on the weight of the valve train components... every little bit pays off big in class racing

You get to do lots of R&D to determine what valves and angles will yield the best results. Lots of flow bench testing to get results. Basically no modification to the ports, no grinding, no sandblasting, no nothing... Each head design is unique and wants different things. What combination is it?

Contact a good converter company, give them your specs and they will get you pretty close. I have used Dice Converters in California - Jeff Paradise, he is a good guy and knows his stuff.

The low hanging fruit is the converter, gear and headers. I think with a custom spec 8" converter and more gear you would get pretty close.... but you say those are not up for change. Well if it's just for the sake of saying it ran 10.?? Why not just put a small nitrous kit in it. Otherwise put...

If it's a really low buck deal a good oil will be alot cheaper than a cam swap to any roller set up. With a tight budget, probably just leave it alone and work harder on hitting the tree and the dial in.

In an 11 second bracket car there would be no reason to have a solid roller. The HR is perfectly capable of meeting your needs.

Start by taking it off the typical balance areas, cap and pin end... beyond that it will get much more interesting.

This is an interesting engine for sure. Do you want to share more information about the engine and the car setup ? I dont know any real specs. I do know that it has GM fastburn heads, an edelbrock 2925 intake, and a pretty mild hydraulic roller cam have not dug into the engine at all. It runs fine ...
