After reading all of the above, makes me feel better that I am just torqueing the bolts with my trusty torque wrench to the manufacturer's recommended torque value.... Fab a brace for the starter to get support off of the factory engine mount bolt holes.
And/or a start retard as mentioned.
Good quality starter amd grade 8 bolts are a must.
Oh yeah, If running a cute, lightweight battery they often fail to keep the ignition happy under starting load.

Im doubting its a really serious solid cam if he isn't going fancy roller rockers etc. (Do you know cam spec?) You could simply go for adjusable pushrods to keep it simple and use what he has. Or, if the little extra lift and effective duration etc is no issue just put hydro lifters in the solid cam...

Check the bolt free lengths. Then using the lubrication you will use for the final assembly tq the bolt till desired/recommended stretch is achieved. Keep at least a mental note on how far after contact the bolt rotates to achieve tq so you know if something is obviously wrong. Then if the bolts are...

Yes this is non turbo, just a cam upgrade, and freshen up as required. Rebuild carbs, make it all look as stock as possible as its out of an RS2000 Escort(this one originally had 1x Weber) the owner wants some more performance over stock but nothing too racy.

If bore strength is the big issue and the sleeve is going to solve this I'd do the sleeve down without hesitation then simply fit the head on the finished bore and look on from the crankcase side, mark it up and chamfer the sleeve as little as you can to get the clearance you need. We dont know what head/engine you have but if valve clearance is no issue are you able to leave the sleeves proud by X ammount and counter bore the chamber then use an o ring as the chamber seal to get rid of your step and provide great sealing,, maybe not possible on your application but throwing i...

Nothing wrong with taking the burrs off in that location, or a light chamfer that is not going to remove any bearing back or tang support in that area.
