The outline needs to be clarified, valve angle, actual budget, pump gas, rpm's, longevity desired (1/4 mile, short oval, road race), cubes, etc... These all play a certain roll, budget could be greatly reduced using a set of used shallow angle heads on a production block at 383/396 @72-7500 rpm.

My pump gas 402 with low port 23° heads has gone 132 and change at 3600lbs in almost 4000ft air. Ets aren't that great, working on the 330' times. Not going that well yet. Best 60' is 1.389. I drive this car alot, and even tow a trailer with it.
700HP out of a 3.750 stroke deal is getting it done. The bigger stroke stuff should be that bad. Making it last is going to be another story. I've got a pretty well documented build with spintron data, dyno data, and a shitload of pictures, if your interested let me know..........I have 1500 miles on the springs/lifters right now, still looks good.

I guess it all depends on what dyno you make 700hp as to the budget.

Aftermarket block would almost be necessary tho for this, and 1800 for SHP isnt all that bad, considering what it would cost to have an old 350 or 400 block machined/prepped out.
True budget and high hp would be from a 4.8-5.3-6.0 lsx motor and a home built turbo setup. 1000hp can be obtained without much work, other than maybe rod bolts/cam
