A low low compression ratio is very desirable . What cylinder heads are planned or are available?
For a budget build and low cr on a 283 a pre 1975 thick casting Open chamber 76 cc oem head will work very well with generous porting and 1.94-1.60 or 2.02-1.60 valves.

There are good affordable off the shelf cams as you discribe. A single pattern Comp 282s magnum solid in on 104 will rock in this lil blown 283. 282-282 236-236 .495.495 110lsa 104/116 centers..

This affordable build will allow you to afford the better
MP122hh type supercharger.
