We won the SCCA SE Div SARRC championship race in GT-1 and overall at Daytona in Sept. 1:54 lap in 90 degree heat on used rubber. Proud of what we have accomplished with that car. Put me on that list....383 wins every time.... if you've got a 383 that revs slow, you didn't build it right.
More torque moves any given weight faster...in the same car with the same gearing the 383 will rev faster than the 327 will.

I don't have the numbers in front of me but I know that between the TFS Twisted and any normal 23 degree SBC head there are substantial differences in valve locations. So be sure to check for PTV clearance.

I have a set of 1.6/1.5 Trick Flow rockers that came from Twisted Wedge heads if you find the need. I'm not in love with them, and the motor they are on is scheduled for disassembly.

You said it if your stuck with bad gearing 383 would be great. But then if you have the gearing to work with tq it will give you. Then the story changes. When they ran weight to cubic inches they could build bigger Sb then they ever did. Theres a reason for that. In fact you saw a lot of 292 stuff out there non of those over stroked monster 350 cu. Gen 1 Twisted Wedge heads have 13 degree intakes, 23 degree exhaust, and RAISED GUIDE PLATES.
Gen 2 Twisted Wedge heads have 16 degree intakes, 18 degree exhaust, and FLAT GUIDE PLATES.
In both cases, heads used with self-aligning rockers may not have shipped with guideplates.
The Gen 1 Twisted Wedge heads should be used with Comp Cams "special" intake rocker arms. The exhaust rocker arms are standard design. Comp has four part numbers for intake rocker arms, to cover 3/8 and 7/16 studs, 1.5 and 1.6 ratio.

After talking with a TF tech who stated that they certainly can be improved. My goal is 400 HP, I think it might take that step to hit it at about 10.5 compression and not too wild of a cam.

the comp 280 will behave just fine, used to daily a 327 with the Isky version (108 lsa) manners were fine.

The Comp 280H, (12-121-2), has a 110 lsa. The L79 is ground on 114. This isn't a small upgrade.

All of the Isky Mega Cams have a 108 LSA
All of the Comp Magnum cams have a 110 LSA
I don't think you mentioned what transmission (manual vs. auto) the car has, or gear ratio. If it is an automatic, what converter is in it?
I've built a lot of similar sized engines, and I think a good 'out of the box' cam for your combo would be the Isky 270 Mega Cam. It would sound good, yet still have plenty of low/midrange, and also pull hard to 6000 rpm.
The 280 Magnum will be kind of soft until the engine reaches 3500 rpm. A little too much for a dual plane intake, etc on a street engine with only 327ci.
General rule of choosing a cam... Look at what your eyes 'want', then back up a step.
