Depending on the cam profile, other factors, having the CAM a tooth off will greatly affect engine performance, but will not cause a carb flooding problem. It's pretty hard to install a cam a tooth off as well, unless whomever assembled the engine just didn't care. I thought you were referring to distributor (ign) timing. Cam timing off a tooth, yes. IGN timing, no.

I have an old main body that used to be a QF E-85 carb I got form a guy for free. He said it never performed very well. No wonder, when I took it apart and went to clean it up I noticed that QF drilled through the side of one of the boosters. I called QF and talk about lousy Customer Service, they have it and would not do anything for him.
