Apparently it can. It made 553hp and 531tq. The small cam seemed to be the limiting factor as expected, but should provide the vacuum I need along with the Air Gap and 780vs 3310 and be a nice street engine. Thanks to everyone who helped with advice.

Is that with an unmodified Air Gap? Any carb spacer used?
What were the final cam specs?

The manifold was port matched which probably did nothing.
The cam : 233/236 @ .050, .583/.562, 109 in at 105
Sorry I forgot, it had a 1 inch open spacer for all the pulls because that's the way it will be in the car..

It was done at 6100 and then was almost perfectly flat until 6400 where we had been stopping the pulls.
