i have a set of olds 350 rods small measures .977-.9785 bushing measures .980 od i chilled the bushing and heated the small end in boiling water and pressed the bushings into position is .0015 - .003 an adequate press fit what should the pin clearence be set to

I would be a little leery with a bushing that can be assembled in a rod that way, I use red loctite and use a hydraulic pin press to install the bushings.
If the bushings are steel backed, I proceed to honing. If they are a split bushing I use the Sunnen tooling to Swedge the bushing into the rod bore.
Now as far as the clearances, Sunnen recommends .0003 to .0005 clearance. I prefer a bit looser, in the .0007” range, and some applications can be in the .0015” or even greater when using a vacuum pump. A shade tree method is once the pin slides through the bushing when oiled under its own weight it’s good to go. (Must be flushed of any bearing and stone material)
