I'd say hp would be closer 425-450 going by similar combos I've seen.
Plus, I'd would run the 5.7 rods if you can make them fit. If they are stock type 350 rods, the rod bolts are longer than the rod bolts in the stock type 400 rods, so that the threaded end will hit the flanks of the cam on rod throws 1&2 and 5&6. So you'll either have to run a reduced base circle cam, or get a set of rods with a shorter rod bolt in them, or both.
I always have plenty of clearance with the Scat Pro Series rods. Just be aware that if you get a longer rod, you'll have to get a different set of pistons to correct the compression height (CH).
Never had a problem with a 3.50" crank in a 400 block ever using every 5.7" to 6.125 rod available.
You just reduced the swing by .125", why would there be a problem?

I'm following along on this as I have a set of aftermarket Vortecs from RHS that have been pocket ported and flowed at 255 (2.02/1.6 w/~ 175 cc port, 65 cc chamber).

I’ve seen 422. 440 and 447 hp vortec builds with dual plane intakes and pump gas 350’s even a cnc Motorsports build that made 466hp 500+ circle track builds with high comp no port rule cast intake even 450 hp is good as long as it makes 500 torque actually cnc build made 480 with a 500 lift rule a small carb and a dual plane intake

Af2, you're exactly right. I was thinking of a 3.75" crank.
