Plenum and spacers are part of entire induction system, this is where length and CSA dictate where peak occurs.
Guys who port plenums and transitions correctly make power

Things that suggest a spacer is worth testing:
1. any dual plane manifold
2. large engine for the plenum volume
3. smaller carb CFM than calculations

A spacer will lower the Fuel temperature in the bowls and thus marginally increase power. Might not show on the Dyno but usually picks up a tenth or two on the track.
