Well it did during one of my 2001 Mustang Bullitt dyno tests 20 yrs ago ! This was on my stock 2001 Mustang Bullitt with the 4.6 SOHC V8 with a chip tune and a air filter modification. The cheap electric leaf blower was connected to the filter location on the next run on the left.
Notice how the power curve was extended up to 5500-5600 RPM!

Did you use a 1/4 mile long extension cord on track outing days?
You can cut a man's tongue from his mouth, but that does not mean he’s a liar, it just shows that you fear the truth he might speak about you!
Re: Can a cheap electric leaf blower add power?
No I used a power invertor! Well some of that increase might be seen from the flow of air to the engine while at speed. Was a cool little test though!
2 years later I made the factory Bullitt hood scoop functional piping the flow to the air filter box like on the later Mach 1 Mustang and it helped very slightly at the track. Then I make up a large fiberglass scoop that fit down inside the nose of the Mustang where the air inlet was for the radiator area.
The scoop was placed to extend to half of the opening area and the Mass Air Meter with cone filter was moved down to the scoop.
The result was I picked up 3 MPH on the quarter mile trap speed with a reduction in E.T. over the hood scoop.

Roadkill did up a Monza with several leaf blowers if memory serves. IIRC it might have made 1 psi of boost.
Little ungainly though as they hung out of the hatch.

Yeah...I watched that show this morning and it made think of the test I did 20 yrs. ago.
Re: Can a cheap electric leaf blower add power?
If a leaf blower can’t build up any pressure in the intake tract then all it’s really doing is passing air from its inlet to its outlet you know like a fan.
Re: Can a cheap electric leaf blower add power?
If it can't exceed the engine's CFM requirement it's a restriction.
Re: Can a cheap electric leaf blower add power?
Seems a decent leaf blower can deliver 700 CFM. With 5 of those all jammed into a sealed intake I believe is where the 1 PSI of boost came from.

I have that same leaf blower, still use it to blow off the driveway a few times a year.
