whats the point of this ? How do you correct it ? Can it be a problem ?

Moving the cap by re-indexing the locating notch or moving the rotor tip itself with an adjustable rotor is usually the way it is done.

Msd sells a adjustable rotor for making the adjustment to correct the spark phasing.

Has it been running a while?
Easy to see where its been arcing, edges of both rotor & terminal NG.
Not easy assuming those marks are from full mechanical & vacuum or where between.

You can also adjust the phasing by moving the at rest position of the mag pickup ring that is accuated by the Vacuum advance arm.
