NHRA rule book about ET and roll cages

In the NHRA rulebook it states that ANY car which can go under 8.99 seconds MUST use an approved full roll cage.
Then in their Super Stock catagory it states that NO Super Stock Class car shall have any chassis tubing forward of the firewall.
SS/A and some SS/B cars go faster than 8.99 so, why is the rule for complete roll cages in cars 8.99 and faster even in there...?

The cage part is the same in both classes, it speaks of what surrounds the driver. The different is in SS they don't additional tubes a head of the driver (e.g. strut supports or radiator supports, etc.) but the cage it self would be the same.

i've seen plenty of super stock cars with the forward struts.
