I* didn't open the second link so have to ask?

Does this mean that a truly SMOOTH surface should be used to aid shedding of the droplets?

Smooth surfaces were created on the samples to remove an experimental confound. It may evolve that the smoothness is incredibly important but in the study it was important to try to equalize/standardize this variable.

The more important concepts to focus on are contact angle hysteresis and hydro-philic/-phobic surfaces.
