I thought they can only make requirements for emissions on Highway vehicles.
Those companies strictly say on all their instructions that it is not for highway usage.
They can not legally restrict whatever any company will make or sell unless it is illegal by law.
If they can prove that you are knowledgeable of these parts being used on highway vehicles they give the company a large fine which that company can appeal in court. Going through a court of law will usually end-up costing more than the fine so, that company usually pays the fine and quits production.
