Nova or camero rear shock mount?
Do the original staggered shock mounts work better than welding a cross bar and mounting both shocks behind the rear some what angled?

Yes. Wheel hop was a problem on the first Camaros. The GM engineers fixed it by staggering the shocks by '68.
There's some math involved if you want to do it right, as the moment arm depends on how far the lower shock mount is away from the axle tube (in side view) as the pinion yoke rises under acceleration. From the rear view, the angle of the shocks at the top determines the motion ratio and effectiveness of the shock and spring. As the angle moves away from vertical, the effectiveness of the shock and spring decrease, but packaging becomes more difficult.

Stock Eliminator car? AFAIK, the upper mounts must be in the factory location but the lower mounts can be mounted to the traction bar.
